This House Believes the Modern Welfare State is Unsustainable

The UK's economic outlook is bleak and we recently avoided a triple-dip recession by the skin of our teeth. Is there really a place for the current Welfare system in such an economic environment? 

This question has been brought into focus after the recent shake up of the welfare system which has seen many changes, particularly in Council Tax Payments and Housing Benefits.
